Estimados compatriotas:
En esta ocasión me ha parecido importante informarles sobre el funcionamiento de la Ventanilla de Salud.
El programa de Ventanillas de Salud se inició en 2002 en los consulados de México en Los Ángeles y San Diego con el objetivo de facilitar el acceso de los migrantes mexicanos a los servicios de salud y al mismo tiempo, generar una cultura de prevención.
En Brownsville, el 11 de abril de ese mismo año, el titular del Instituto de los Mexicanos en el Exterior, Cándido Morales, acompañado de autoridades del Consulado de México en Brownsville, Texas y representantes del “Programa Colonias” de la Universidad de Texas A&M, inauguró la Ventanilla de Salud en el Consulado de México en Brownsville, Texas. Con ésta son ya 23 las Ventanillas de Salud que operan en las representaciones consulares de México en Estados Unidos.
Para poder llevar a cabo esta importante acción, la Secretaría de Salud del gobierno federal otorga los recursos económicos que son necesarios, a cada uno de los cincuenta consulados que operan en Norteamérica. Para una mejor transparencia, los consulados que recibimos estos fondos, suscribimos con agencias fiscales dedicadas a la salud, un memorando de entendimiento, en el cual se asientan los objetivos y procedimientos para alcanzarlos, de acuerdo con la naturaleza y características de nuestra respectiva circunscripción. Por ejemplo, el gobierno de México tiene muy claro que la población migrante de nuestro país en Chicago, no tiene las mismas características y por tanto las mismas necesidades que nuestros paisanos que residen en el valle del rio grande de Texas, o en la costa Oeste como California, Oregon o al estado de Washington. Ello obedece principalmente al tipo de trabajo en el que se emplea, al clima que persiste en las ciudades, a los riesgos naturales o ambientales y muchos otros factores. Por lo tanto, el tipo de información y de atención que se presta será diferente y también, dado que se contratan diversas agencias promotoras de la salud, las metas varían en función de las políticas de salud que las definen.
En el caso concreto del Consulado en Brownsville, desde hace dos años tenemos suscrito nuestro acuerdo conla National Latina Institute for Reproductive Healtho Instituto Nacional de Latinas para las Salud Reproductiva, la cual es una organización sumamente eficiente, que cuenta con una importante red de contactos con organizaciones de la sociedad civil.
Sobre NLIHR.
El Instituto Nacional de Latinas para la Salud Reproductiva (NLIRH, por sus siglas en inglés) desarrolla principalmente su trabajo como un esfuerzo para garantizar los derechos humanos a la salud reproductiva, dignidad y justicia. Apoyan a líderes latinas, movilizan familias y comunidades, y es de hecho la única organización nacional dedicada en avanzar la salud, dignidad, y la justicia para los 26 millones de mujeres latinas, sus familias, y comunidades en los Estados Unidos. Fue fundada en 1994, y se concentra en las áreas de equidad en la salud sexual y reproductiva y los derechos y la salud de las mujeres inmigrantes. Simultáneamente, NLIRH busca desarrollar el poder de las Latinas a través de todo el país por medio de la organización comunitaria, del compromiso cívico, y del desarrollo de liderazgo.
Actividades.
Para conocimiento de nuestra comunidad, a continuación, enumero algunas de las actividades que en conjunto con nuestros aliados desarrollamos en nuestra circunscripción consular.
Realizamos Ferias de Saludmensuales programadas el ultimo martes del mes, en las diferentes comunidades de la circunscripción; Cursos de Nutricióncon el apoyo de Migrante Health Promotion y Texas A&M Agrilife Nutrition Program; programa de radio Segmento de salud en Radio Ministerio El Trigallos jueves; Clases de Activación Física; Escuelas para Padres con BCFS, Foros de problemáticas de salud, nutrición y activación física con grupos establecidas en las comunidades de la agencia fiscal National Latina Institute.
La Ventanilla de Salud en Brownsville, a través de la promotora Kenia Aguilerabrinda el servicio de referencias a clínicas, centros de salud y hospitales a dónde acudir para recibir servicios médicos gratuitos y de bajo costo. Asimismo, brindará servicios de educación sobre salud preventiva y dará información y orientación sobre programas y seguros de salud, especialmente para los niños en las comunidades.
Socios y aliados del Consulado.
Como lo mencioné líneas arriba, contamos con gran cantidad de socios y aliados que en conjunto nos permite atender de manera eficiente a la población mexicana migrante. Algunos de ellos son Texas Health and Human Services; Migrant Health Promotion; Texas A&M Colonias Program; Red de Promotoras del Condado de Cameron; LUPE; ACLU; Su Clínica Familiar; Brownsville community Health Center; Cameron County Health Department; UT Health; UTRGV Health Department; Valley Regional Hospital,Valley Baptist Medical Center; Farmacia H.E.B.; Palmer Drug Abuse Program; Superior Health TOSA; Banco de Alimentos de las ciudades de Brownsvile, Los Fresnos y San Benito.
Como se puede observar, estas alianzas construidas con el esfuerzo de todos, permiten otorgar una opción valiosa para nuestra gente. Yo le invito a aprovecharse de esta circunstancia y déjenos ayudarle.
